What is a General Plan?
A General Plan is the citizens' blueprint for development of a city and also serves as the guide to achieving the shared vision for the community. As such, the 2035 San Juan Bautista General Plan contains goals, objectives, policies, and programs that will guide future decision making and development in San Juan Bautista. California state law requires that each city adopt a general plan that addresses seven elements: Land Use, Circulation, Housing, Conservation, Open Space, Noise, and Safety. The General Plan for San Juan Bautista also addresses the optional elements of Historic Preservation, Economic Development, and Public Facilities.

The previous General Plan for San Juan Bautista was adopted in 1998. Under California law, however, general plans must be updated every 15 years, so beginning in 2013 the City hired the California Polytechnic State University in San Luis Obispo to conduct the 2035 San Juan Bautista General Plan update. City staff, in collaboration with Cal Poly San Luis Obispo, conducted a series of meetings in which the community was invited to provide their insight about the direction that San Juan Bautista wanted to take (view photo gallery HERE). That input was used to craft the General Plan. The final draft of the 2035 San Juan Bautista General Plan, Environmental Impact Report, and Background Report were adopted by the City Council in February of 2015.

The Cal Poly Team
A team of California Polytechnic University San Luis Obispo graduate students worked as a consulting team with the City of San Juan Bautista to update the City's General Plan from Fall 2013 to Summer 2014. The Draft General Plan they produced is the basis for the final document that will guide the future of San Juan Bautista.
